you can try these folowing forms :

if (...) {
    echo '<p>';
    get_template_part('templates/xxx');
    echo '</p>';
}

or

if (...) {
    ?>
        <p>
            <?php get_template_part('templates/xxx'); ?>
        </p>
    <?php
}
