Did you disable the plugin before erasing the files? This happened to me when trying to update a site, I had to end up disabling the cache plugins, then I redid the .htaccess file. Once I completed the updates I simply re-enabled the plugins and modified the .htaccess.
The best value depends on the dynamic content you have: If there are widgets which should be up to date each time, you cannot use a long value, or your visitors will get outdated content. In the header of the template file in question (probably header.php in the theme directory), try adding: <?php nocache_headers(); ?> This doesn’t sound like it is a problem with the cache plugins, which basically control caching on the server, it is more likely that this is caching on the client.
