Solved following https://wordpress.stackexchange.com/a/262613/143330. Deleting unused language files inside /wp-content.
Parent Theme update was not showing on the update page
So it was solved. I reached out to the WP.org forums and found a couple of guys who helped me through it. The owner needs to run as what user PHP runs as. In my case, it was www-data and that user needed to be owner throughout the project. Not just on the wp-content/plugins folder.

Try to use this plugin. https://wordpress.org/plugins/rebusted/ After activating if site works fine then it can be cache issue. Purge cache on your browser or server.
