htaccess was my first thought. Since you’ve checked that, I’d move on to the apache error log. If you can’t access this yourself your host should be able to help you.
It appears that you don’t have the mod_rewrite module enabled in apache. This explains why you can access the dashboard found at wp-admin/index.php, but not the main index.php.
