EXPLAIN PLAN FOR In SQL Developer, you don’t have to use EXPLAIN PLAN FOR statement. Press F10 or click the Explain Plan icon. It will be then displayed in the Explain Plan window. If you are using SQL*Plus then use DBMS_XPLAN. For example, See How to create and display Explain Plan
You can change this in preferences: From Oracle SQL Developer’s menu go to: Tools > Preferences. From the Preferences dialog, select Database > NLS from the left panel. From the list of NLS parameters, enter DD-MON-RR HH24:MI:SS into the Date Format field. Save and close the dialog, done! Here is a screenshot:

Your path of directory Tnsnames is incorrect, check it in Tools\Preferences\Data Base\Avanced:
Based on the comments left above I ran this under sqlplus instead of SQL Developer and the UPDATE statement ran perfectly, leaving me to believe this is an issue in SQL Developer particularly as there was no ORA error number being returned. Thank you for leading me in the right direction.
Try to execute this first ,and check whether anyone from other session or your session put a lock on that table .If you have put a lock on that table,try to do commit/rollback .If someone else put a lock ,ask him/her or if you have rights kill his session .And then drop the table.
