If I were to approach this, I would create a custom post type to create and manage the posts, then loop through the custom post type to show the news messages. But if you don’t want to create posts to manage this, that option might not work for you.
By far the best and only e-commerce plugin I would use is Shopp (http://shopplugin.net/) I have used them all and not even one comes close. There is an addon for this as well as a “add to favorites” addon.
You do not need a plugin to do this, you can do it with wp_nav_menu() (and it’s related functions) and CSS. Specifically what you should be looking at is the .current-page-ancestor and .menu-item-ancestor to display (or not display) the desired links.
