I just figured that this can be done with an Offsite Redirect upgrade. It’s a paid service (12$ per year), so I won’t try it for now, however, for the sake of stackexchange Q/A, I would like to get a comment from someone who actually used this.

You can try by connecting your self-hosted WordPress.org blog to the WordPress.com network using the Jetpack plugin. If that doesn’t work, hosting with WordPress.com VIP definitely will. No, wordpress.com does not support multilanguage blogs. The solution would be to make one blog per language and link them via the sidebar. Reference: Multi-language blog on wordpress.com
