ReWriteRules and WordPress Multi-Sites with Sub Directories

This is currently not possible for a multisite setup. It should be possible in WordPress 3.5 which is planned to be released next month. So your only solution is: wait.

Update December 26: This is now possible in WordPress 3.5 without further hacks. 🙂
