You’ll need to fix the URLs in the database. Although you can do it with MySQL commands, the easiest way I’ve found is with the “Better Search and Replace” plugin. Easy to use, and works. https://wordpress.org/plugins/better-search-replace/ Of course, backup your database first. But it works quite well.
Restarting the AMPPS server resolved this issue. Every day since the problem the website has loaded fine since, so it looks like the problem was isolated to one occurrence.

There isn’t a great deal of difference between the two; 127/8 (eg: 127.0.0.0 => 127.255.255.255) are all bound to the loopback interface.
