Perhaps it’s auto-update (since 4.2.3 is a security one). Try disabling the auto updates prior to WP installation via wp-config.php. Here is an article on that. Follow the “Famous 5-Minute Install” but rename manually the wp-config.php file and disable the auto updates first before proceeding installing the WP.

After reading this, I realized that the problem was that I needed to take the contents out of the “wordpress” folder, paste them in parallel to the “wordpress” folder, and delete the “wordpress” folder. Everything works fine now. Thankyou all.

Create a new wordpress installation. Then import the data using the importer. Its not that you are copying the old database with this method, it is more accurately importing the data from the old database, to the new one.
