The WordPress plugin repository has several “export to CSV” plugins available. For example this one looks interesting. Its also a good startpoint if you don’t want to use a plugin and code this on your own.
Instead of exporting raw SQL, instead us eth eWordPress exporter and import them that way. This way any media attachments, taxonomy terms, and post meta are all included, and all URLs are adjusted too
I have found that you need to set up the same Custom Taxonomies in your new blog. If your old one was registered as “my_custom_taxonomy”, create the same in your new blog. Don’t create any entries, then try your import again.

The Codex suggests that you use wp_load_alloptions instead. I would suggest that you therefore use wp_load_alloptions.
