Have a look at using https://wordpress.org/plugins/network-subsite-user-registration/ this was developed for the situation where you have the flexibility to open or close user registration on any sitesite of a network. It should be the ticket.

The password is hashed in the DB then you need to set it with wp_update_user wp_update_user([ “ID” => $user_id, “user_pass” => $_POST[‘password’], ]);
Look like you need used hook user_register it’s return to you user id, after that you can save it in DB.
