Short answer, yes WordPress can do this sort of things. You could create a custom post type called “Recepies”, and a custom taxonomy called “Ingredients”. Everything else is already included in the default WP setup, “Dishname” would be your post title, “Introduction” can be the “Excerpt” field, and photos are handled by the media gallery.
WordPress multisite sounds exactly like what you are looking for. It takes a little work to get multisite set up, but once that’s done, the options for allowing anybody to register and create a new site are built right in. Not sure if this is want you are looking for, but one approach could be hiding the registration altogether for all user, but the users from countries and territories you need. You should have a look at AtomPub. AtomPub allows you to connect to your blog with an AtomPub-enabled client and publish, update and delete posts and media files remotely, without needing to log in to the administration section directly.
