A simple solution may be to download the Members Plugin and then give the subscriber permission to upload_files
I was looking at this answer earlier. It shows you how to remove fields from the Media Uploader, so maybe it’ll set you on the right lines for writing an additional function to incorporate into the Uploader?

If the images are attached to posts, when you export/import your WP data, there’s a happy checkbox for pulling in the images. If you just copied over the DB and all, just FTP the images over and they’re fine.
