404 is failure to communicate with the server. So either your configuration is not complete for the new server (for ex: permalinks), or your server needs optimization. You could try checking the server error log or php error log first.

Looking at the source (edit-tag-form.php) it doesn’t look like there is a way of doing this through filters, as the code is directly outputted as oposed to being held in a variable. There doesn’t seem to be a hook/filter available to control comments displayed in the widget. You might have to create new dashboard widget for this as new plugin or as part of themes function.php
Try logging into FTP and making sure there is no .maintenance file, also erase the upgrade folder. Its never a good idea to stop wordpress during an automatic update. Take a look at your wp-config file to make sure everything appears correct, it could of been editing it and you cut it off half way.
It’s hard to say what’s actually causing the issue, but it isn’t WordPress. Try deactivating all themes and plug-ins, a reactivating them one by one until the problem occurs to isolate the plug-in/theme responsible. You’ll have to contact the developer and they may look into it for you.
