You need to purchase and enable the All Images add-on to broadcast images: https://broadcast.plainviewplugins.com/addon/all-images/ This is part of the Control Pack available from the plugin author for purchase.
Unfortunately, no. For something like that to work, WordPress (or some plugin to do that) would need to scan themes folder for changes, and that can be performance intensive operation. Maybe with some sort of scheduled scan running every few minutes. I am not aware of any plugin that can do that.
Have a look at using https://wordpress.org/plugins/network-subsite-user-registration/ this was developed for the situation where you have the flexibility to open or close user registration on any sitesite of a network. It should be the ticket.
The problem was with the web host. GoDaddy Managed WordPress hosting does not work with multisite. I contacted them and got it switched over to their cPanel standard hosting and it’s working great now. Thanks for the help.

You should use get_current_blog_id() if you need just the id and get_blog_details() if you need more fields.
