In wamp you have to manually click/unclick an option to change the .htaccess(and allow permalinks with that). To do this , click the wamp icon on your (windows) task bar, choose apache > apache modules and check ‘rewrite module’

If you go to Settings->Permalinks you should be able to set the tag/category base URL rules which should solve this problem. Or, use some sort of plugin to do what you want. This one came up first on Google: http://wordpress.org/plugins/custom-permalinks/

What I did was reinstalled WordPress from the Dashboard Update area…then I made the Permalinks like this /index.php/%postname%/ It worked fine
